It always works for me by opening Bluetooth settings in System Preferences - then holding down the PS middle button and the share button for a few seconds make sure the controller is off first. My only suggestions would be to restart your macbook, turn bluetooth on and off and unsync any previous controllers in the devices list.

I know you just want to hook up your DS4 to the Mac but perhaps the 'Remote Play on Mac' instructions might help set up the controller as well for use. I know. My line of thought was that whatever gets the controller working to use Remote Play would get it to work with other apps too. Are you using a USB cable that supports both power and data?

DualShock for Windows and macOS

Some el-cheap-o USB cables only support power, but not data, and you can't use them to connect your controller to your MBP. Your controller came with a cable? Mine didn't. But I bought mine in Japan…maybe they don't include the cable here. Don't know if you're still stuck on this, but I just bought a DS4 yesterday and ran into a similar problem trying to pair it with my Mac.

I don't know if this will help, but it's worth a try.
